You can't play the Rockstar Games official multiplayer, but you can download IV:MP and play that.

If you ->BUY<- the game itself from steam or a store then yeah, you can play the Multiplayer with great sync.. if you dont pay and just download it free you can only play IVMP afaik.. with horrible sync
