Theres a big difference between 20fps and 40fps in a movie regardless of internet speed

Youtube has a fps limit of 30. Regardless of what fps you record the video in, it will still look laggy on youtube.

Recorded with 48 fps, but it can still look laagy for you only, if the vid is a lil bugged to u(happent to me yesterday - youtube). Anyways, ok ..

Youtube automatically renders to 30 fps, by frame skipping. It won't make a difference for the human eye
