You can easily change your nick on the IRC typing /nick [New nick]. Use also /ns register [password] [email] to register with your current nickname on GTANet

Yes it does, check for a Nuwani popup thingy next to the channel name.

If you're using the Java IRC then it should be in the top right corner of the java window.
