Because with the normal GTA IV Multiplayer Servers like "LVP" arent possible to create, since they cant be scripted.
When creating the Server you can only choose location and mode (TDM, DM, etc), but no self-scripted stuff.
Maybe that changes if a think like "samp" comes out for IV

Shoebox , terror , nerd , me are opening a server at GTA 4 just like LVP and the name gonna be the same Las Venturas Playground or somethin lol , just that i wont play at it cuz my pc is to weak lol , when they be sober they prob gonna make it , so in this week u should see it , everyone Welcome
