Well actually, it isn't. In some servers (mostly RP I think) you've got a command to get a textdraw to see how fast you're going. Big difference, uh?

That would make a HUD an advantage, so if a player can see their FPS with a HUD they've got an advantage over those who can't see theirs.

A simple HUD that displays information about you isn't an advantage. If it told you the opponent's health or speed, then yeah, but not if it tells you your stats.

everything u mod to ur game, is +/- an advantage, and indeed its easier to play with modded crosshair than default one. u can't deny that
