I was trying to bring down the price to $700 or lower by downgrading the motherboard but it came to $724 when I only downgraded the motherboard.

When I downgraded the GFX card it came to $638.60, the card is ok, will be able to play san andreas on all the high settings but I definatly know that it wont be able to play the newest games on highest settings.

The HD 4830 would definitely be better than a 9600 GSO.

I still say go lower on the CPU to a E5300 and up the graphics card to a HD 4850, but its your choice.

Please tell me reasons that 9600 GSO is bad, because I still think it is good. Probably is a lot better than hd 4830.

well yeah, but thats not the rig's fault, its IV.. some people even cant run IV properly with the badass'st  gaming rigs that are affordable here

Correct, the HD 4830 is on the same level as the GeForce 9800GT, but often 5-10$ cheaper.
