How do you know HoogerBooger didn't play Rumble? For all you know he might be from the VC-MP era, perhaps even before that. In fact, even SA-MP was active before Rumble was, there just weren't any releases yet.

Anyway, VC:MP is a different modification, Peter, and doesn't truly count as a part of San Andreas' online gaming.
