witch server does you test on?, tested 4 servers and it dont give tru result. 

i get 10 down and 1 up  on speedtest and on http://www.bredbandskollen.se/  i get 17 down 1 up :S  and i downlading things at 2100/kb max  :(

in paper i shuld have 28mb down and 1upp

The selected test server is shown in the lower left corner of the images ;)

And the quality of your internet could depend on the place you live in, not every place is able to provide the speed some companies offer.
