Cyrix said if someone is trying to run you over, he didn't actually say if you could use a command if someone is actually on you in a vehicle.
However he did say under no circumstances can you use a command to escape a fight.

Then you die if you don't fight him, of course.
I've always been able to put up a fight against someone attempting a drive-by, the only way you stand no chance is if you stand still and let them shoot you or you already have low health. Infact you don't even need a lot of health if you do it good enough.
