looks like a light pole... you seriously didn't know how to do that Weezy? It's all pretty basic stuff. From first glance you can pretty much tell what they did, seeing the things Rien pointed out, it's pretty much a no brainer that they just put two pictures on top of each other...

I don't think that image is meant to be photoshopped to look like two girls in one shot.

I honestly thought the point of this topic was to figure out how to get skirt like that.

Pretty simple. There are several ways to do so.
1. You could place to small lenshood on the lens.
2. You could buy a filter which brings this effect.
3. Take a picture trough an open cilinder.
4. Invert your lens and take a picture(and yes this is possible)
