We're still developing the new gamemode update for 0.3c. It is 72% complete.
Player counts have significantly increased since we have remained on 0.3b. 0.3c is only a minor update. Why should we update anytime soon and loose players?
The only real change you will notice on 0.3c is some colours in the chat messages.
