Theres a lot of cases that never even surface - I know, it isn't every officer, but it isn't as absolute minimal either, There have been groups of officers that beat people up because of stupid things, race, religion, not tucking your shirt in, hell they might aswell be a gang too, but again, not saying its the majority, but that minority is still there. And situations like this being rare has nothing to do with how its blown up, they fully knew what they were doing, abusing your position as an officer and putting lives at stake rather then protecting is always a big issue
