if it creates lag for him then doesnt it make it harder for us to hit him, so technically isnt that giving him an unfair advantage?

Perhaps read up on lag before posting in the future.
So long as the mods don't affect your movement differently and walls/boundries and such are the same, they're allowed. Never used any personally though.

Some mods cause alot of DS issues and stuff sometimes
