It's all because LVP is way too overregulated by unnecessary stupid rules, commands, safe zones and whatnot. People play GTA mainly because this game offers more freedom than it's alternatives, but on LVP you can't even do half of the shit anymore that you were able to do in single player without getting jailed, punished or kicked/banned. DM is not about only duelling and finding each others hitbox, there's much more to that. As long as you keep running LVP as a strict duel oriented server, then good luck with your 5 players online.

Of course not; at least with the currently game mode, but probably something will be done to change it.
When I said "60 people online right now.", I was specifically talking to the good haters we have around. Also, even with the "good servers" with over 200 people online if LVP could have even for 2 hours or something about 60 people online, it means that LVP can still make difference and perhaps increase the player count permanently.

raising players money would easly allow money farming, for example if there would be like 10k spawn
money you would go to ammu and buy spawn weps for the 10k, then die come back with the 10k
spawn money and buy more weapons and so on you could continiue until you would have infinite
ammo and all weapons you need, and all the features to earn money under /help 2 would be useless....
(increable that i realized that just now o,o )

Maybe if LVP didn't keep innocent players banned there would be a higher player count.

Think YOU are a noob, downloaded SAMP 5 mins ago, you see GamerX have 300 players ingame and LVP just 10. Which server you would join?

you will join the one with more people in it but that server is not good organized
