Just start uploading stuff. That will clog up his downloads, and corrupt half of his files if you're lucky (when downloading stuff at like 20kps, it corrupts easily).

programm works really well, boots at every windows start-up and you can limit the up and download speed for the entire pc or all programms seperatly. I use it so that my brother never has a high ping and if I really want to download fast I do it at nights. I really recommend this programm. But your dad would have to agree to have it installed on his pc.
