Gangs

Hey, The idea is quite simple. This would be similar to the current gang system in 2.x.

I'm willing to add this into the gamemode.

We'll also have to think about the gangs registrations. What data is needed and stuff.

and is there going to be a character for gang chat? e.g. '!' or the built in team chat, and going with the built in teams for mta
