Disable taxi after healthdrop

Commands such as /taxi and /dive should be disabled for 30 seconds after the last health drop.
This will prevent people from teleporting away when they are nearly dead.

Las Venturas Playground has features based of deathmatch and Role Play. Some players are deathmatchers who like fighting, some are Role Players who don't. Imagine you are a roleplayer, and a deathmatcher comes up to you, starts shooting, and you need a quick escape? Then what do you do?

They either:
-Run away from the shooter
-Accept it, since roleplaying (reallife) includes guns and shootouts too
-Quit playing LVP and find a proper RP server.

Err, running away is way more fair then teleporting away as soon as you're nearly dead.
Also, LVP is a combination of RP and deathmatch, if people dont like the deathmatch part, they need to find a proper RP server.
