i can not Connect to LVP anymore!! :S

hi guys ...

there is something happens with me today i was playing and i got Game mode restarting and kept on none stop  so i quit it and i restarted my PC and came back to connect to the LVP again its says 0 / 0 PLAYER  and the ping is 9999
why is that i tryed my best like restarting my router and gave my PC a rest and gave my Router a rest but nothing happens i Reinstalled the SAMP but nothing i deleted LVP and Add it again it says Retrieving Info.  the Ip of LVP i even memorize it its :    85.17.200.150:7777

please guys help me with this problem .
