Maybe some of you have heard of the dodo.
It was a bird, yes, but also is a plane in Grand Theft Auto: San Andreas.
It's a fairly decent plane. Seats two, and it's small. Pretty good for some stunts.
But how many of you knew that the dodo has a sister, the skimmer?
The skimmer is a seaplane.
Seaplanes are like planes, but they land and take off from water. You can land and take off a seaplane from a lake, a bog, a stream, river, archipelago, you get the point.
So what does a skimmer look like? Check it out.

(if you haven't noticed already, props to dab for flying this beast)
Seaplanes seat two. That is, you can have two people in a seaplane.
The only other plane on LVP that does that is the Beagle, which is slow, and bulky.
Plus, it'll just make an unsatisfying "ploop" sound when it hits water.
Important: The driver can get in from the water, but a passenger must get in from a raised surface that is level to the door, such as a dock or jetty.

Type: One-Propeller Seaplane
Seats: Two
Mounted Weapons: None
What I'm suggesting is that the developers add a few seaplane spawns across the map.
You can technically put them on water anywhere, but some places would be unsuitable for taking off.
I've highlighted a few points where adding seaplanes would be the most effective.

Marina in Los Santos. Great for an artificial runway.

Toreno's Ranch in the desert. Has a nice dock, and a boathouse -- though it probably won't fit there.
And I wouldn't reccomend forcing it in the boathouse, as you don't want to make seaplanes agitated.
I have scars to prove that.

It sports a fitting dock. Definitely a good place for one.

These are probably occupied by other boats, but it still would be an extremely popular seaplane spot.
