I can't seem to understand why LVP is not #1 on GameMonitor...LVP is by far better than any other server in SA-MP, and Im pretty sure everyone here can agree.

It's about averages :P And LVP doesn't get enough players on a 24 hour average to be #1.
PartyServer got 88/100 players average, LVP 78/125.
