Most of the time when you fly over a casino, the gambling permit message will come and you will spawn near that waterfall.I think I got a suggestion to stop this bug;
you will only get kicked out the casino when you REALLY try to gamble,
that means: when you press the 'enter' button to acctivate a gamble-game.
But, now there's a problem left:
people can walk into the casino and hang out there for free,
solution:
every time you walk throught the door of a casino without a gamble permit, you've to pay an admission-price like $10.000
