For the first video, there's no evidence of him shooting at you. Without that, it's not evasion, he's allowed to run as long as he wasn't shooting back. (I don't doubt that he ran, but to have anything done after the fact, it all needs to be proven)

For the second video, it seems he was trying to get on the bike and run, as he did drive away within seconds after the fake car entry.
