After checking the logs, I do see that the player in question was banned shortly after this thread was created.

I think you already know this, but it's worth mentioning for future onlookers: even if no one shows up under /admins, this doesn't mean to say there's no crew around. As an example, there's 13 instances of a crew member logging in undercover yesterday -- there's often someone around, and if not in-game, there's always someone on IRC (which @ messages get forwarded to).
