is there a list of where to find them somewhere? ive looked all over the forum and cant find anything about it. and ive spent hours driving around looking for them and cant find them all

There's no list or map, you really have to look everywhere to find the spray tags. With a map it's way too easy and you'll probably spray all in one day which is not good at all.

There is a map, but only I have it 
Lots of regulars have already sprayed the full 100. Try asking some people in game for some of the locations.
