As the title says, here's a fraps movie of him shooting me at the ship. He did it several times, but I only managed to get him once on tape.

He has also been flaming and swearing a lot. I've muted him for this, but he kept on going. Since I was afaik for some time, I looked back in the logs and found lots more. Just before I left, TBK muted him once. But I think this all goes way too far. He also flamed my gf, which he didn't get punished for.

We both muted him for swearing. When  you reported him for that last line in your post, I gave him a session-mute.
But what you I did not tell you was that I had a conversation with Tom, while he was muted, explaining to him his behaviour in the chat was unacceptable. I was unaware of the ship-shooting at that point, otherwise I would have included it in this talk.

There is an auto-jail script that deals with ship-shooters. But I am sure if you report him, when he is ship-shooting without killing you again, the admins will give him an extra severe punishment next time. The same goes for the swearing.

The swearing was already punished and discussed, the normal punishment for ship-shooting is a 2 minute jail sentence.

In the event my discussion with Tom had no result, feel free to indicate it.
