Horrible idea, Sync every frame will lock your FPS at your monitors refresh rate, to prevent horizontal tearing to happen on the vertical axis, thus actually giving "60fps" a smoother view than "500", and also using less video processing for a better gaming performance. "No Vsync" is really only for people who want to show off their frame rate, which should not be used for actual game-play.

Want an example? Go into a game where you get 150fps+, moves your mouse around rapidly and you will notice flickering on some of the geometry, meaning your monitor can not keep up with the refresh making misalignment and giving a false accusation. Turn on Vsync and move it rapidly, you will not see this even though your FPS is lower, and you will notice a much smoother view when moving around.

Another example of what happens with No vsync is shown in this picture, this is what it does.

All 'No Vsync' does is give a worse visual and use more GPU resource.

SAMP has a FPS limiter that limits the FPS to 25, but that's not Vsync, that's just an annoying feature for people who want a less jumpy gameplay. Meant for the older computer otherwise.
