Not skins, that can be cheating. Weapon models, weapon sounds, maybe skin textures (that change the clothes).

Vehicle mods are also cheats IMO, except the sounds. Any cars changing size even by 1 mm can give an advantage. And editing the handling can make it easier to drive, also unfair.

I might make a list of mods that are illegal/unfair and which are legal/fair.

Editing handlinglines doesnt affect how the car operates in samp, only singleplayer
Editing car skins does change handling though (because of length, weight and other physical stuff, like wheels etc) , sometimes. I posted that somewhere else

well the handling of cars can be editted the same way as they editted the weapon.dat so it wil have effect in samp..

Personally, i search modders names and then email them with requests, or private mods.

Well we're not talkin about .dat files anyway 
Changing a car the "normal" way does not affect the handlinglines
Also editing the handlinglines the "normal" way has no effect on samp  (aka open in notepad and change the numbers and save)
