The lag is indeed the cause of your "bug".

When I started playing samp, my conection wasn't good and it used to happen to me as well.

If you cannot improve the velocity of your conection, make sure you are not downloading while you're playing. I don't know how is your computer, but perhaps you could also thinking about of buying a new one, good luck!
