Sounds like a good idea, maybe make the server announce a hint of that there are new locations. but maybe 1mil or 0.5mil is more reasonable. Also make about 5 at a time around LV, or if you want it only for new people make it.. eh 50k? But yeah I would take my time to map about 100-150 locations all around LV, to hide them, just use the hidden package things.
