LVP 2.92.20 Property Improvements

As part of the economy improvements, we're going to be redoing the property layout. As it stands, properties are all over the place for different prices and earnings.

The following rules be enforced whilst redoing properties:

* Only do Las Venturas and Bone County for now
* Maximum property price: $3,000,000
* Property earnings will be decided by the script
* Property prices must be REALISTIC. For example: the 4 dragons casino should cost a full $3mil. The barbershop should cost $100k.
* Property names must be REALISTIC and match the business name as shown in the game - There will be NO personally named properties for now.
* EVERY Business interior must have a property associated with it - from the strip club to 24/7.
* Property flags will be setup by me personally as we go along.



Property creation will be monitored and logged. Anybody who does not abide by these rules will no longer be invited to future tests.
