Wait so he just left you saying he's inactive then comes back and gets temp manager (and possibly gets to keep the manager position)?! He just shit on you and you accept it?

If he hasn't gone inactive then he lied right to your face. The reason he's back to you is that he probably got denied by the other clans he tried getting in.
