On tour: You could even use NPCs too. This would clearly show new player how to do things. Because you want any new player to be able to easily find and use the tour successfully, it would be a good idea to offer them a tour when they first join the server (unregistered users), and even if they're registered but with less than 20 hours. The less commands the player has to perform, the better. You must remember, some of the new players joining LVP probably may have never played SA:MP before, and have no idea even how to use the chat. With a user-friendly interface, the tour will be a great success; allowing new players the chance to fully understand all of LVPs features. Their language should be selected automatically by getting the player's IP address. If you can't get their country (language) from certain IP addresses, offer the tour in English.
On languages: Because you've no idea how many of your players can actually read and understand English, there should really be an option for players to select their own language if available. I understand the admin-system is written in both Dutch and English. The only two disadvantages of allowing players to receive all client messages in their own language is because it may encourage them to use non-English in the main chat and the simple fact that's it would be very time consuming and difficult to find a reliable source of a good translation. This obviously isn't a priority at the moment.
