The property system is boring at the moment. You buy a property, you get the cash, you spend it on guns and what else? Take a look at some of my ideas.
The idea
The idea is to rewrite the property system completely. It would take lots of work, but worth it. The current system is boring and doesn't attract players. By performing a complete change to it, perhaps people will always buy properties.
The new features
Some features I have in mind:
Locations
The locations of such properties (where you buy and get access to the interior of your property) should be LV only. The other properties outside LV can remain as they are (you buy and you get automatically every minute cash), alias old property system like at the moment. There are plenty of houses and buildings around LV.
Interiors
There are lots of house interiors. Remember the burglary missions from SA? Besides, you can use the same interior multiple times, just state a random virtual world number. Leave the interiors with yellow markers as they are though.
You can also create new interiors since it's all about mapping, like a fire department interior. A little example: You buy LV airport. The house icon becomes blue. You, the property owner, can access the interior (there is an airport interior, however!), the others who step on it, get the usual message like at the moment (this property is owned by blahblah and you can't buy it for blahblah time..).
The icons
As above mentioned; if you buy a custom property, the icon will become blue. And the house icon should be in front of the door.
Prices
Since it's a luxury property, it should cost more and the incoming money is smaller, because you can own it for 20 minutes or so until someone can finally buy it.
So there you go. Though that would mean hard work, and re-laying out properties around LV, but you catch my drift. I am sincerely waiting for constructive feedback about this from others, and ideas as well, how my suggestion would look better.

- The money won't come automatically now. There will be a dollar icon inside your house and you will have to collect your cash there.
- The interior should have various features like soda-machine (to raise your health), armor and perhaps a Deagle or any other weapon.
- You can't access the interior if you've been recently (like 20 seconds ago) in a gunfight.
- The limit to buy such properties from someone should be 20 minutes or so, and the incoming amount of money per minute should be smaller.
- Custom features for gov. buildings like LV airport, fire dept. etc.
