Same today ... the freeze thing fucks you right up ... SA:MP 0.3 is also so shit that it fucks your sync right fucking up and makes things harder to test, so a big FUCK YOU, to Kye. On related matters, here is a screen:

I have the same problem, but my friend playing with me did't have it. We were playing on the same internet connection, so that's not the problem. I'd say the problem is account-related.
Also, hand money freezes after a while, but bank carries on working. You can bank indefinitely or give to other players, the money you have on you stays the same. Also can't receive money from props or other players.
Another thing. My bounties count as 0$!
