My brother was cheating in some servers with another computer with our connection cause he is a total dummie,
he said he wont cheat again, atleast not in your server so I can play o.o

Anyway, it's simple: No matter if it was your brother, friend etc., (come on, that "my bro did it" excuse is getting old), your IP, or in other words, your connection is your responsability, so if you or anyone cheated on it you will not be unbanned: cheaters don't get a second chance.

So you can blame your brother(?) and say goodbye to LVP
