Helicopters spawning locked?

In the past few days, I've gone to the airport for a helicopter, and there usually aren't any at full server load. Sometimes I'll wait for a while there; and sometimes when one does spawn, it's locked. It doesn't respond to use; and pressing G on a passenger door shows the player pulling hard on the door but failing to open it. Does anyone know why this is happening?

uhm.. i don't know why it's happening, but i believe admins can get in them and unlock them, i'm not 100% sure though

We have a 3 minute timer that does a load of stuff. Maybe we could unlock these helicopters in that timer if none's in them?

A vehicle with nobody in should, and can't be locked.

If you lock a vehicle, and get out of the vehicle, it's unlocked.
I think, the heli was crashed, and you see it as respawned, but in fact it isn't respawned yet.
And no, admins can't get in either if this happens.

No, its when you lock a vehicle, and teelport out of it, by taxi or somthing, It causes it to respawn locked.
