Textdraws

As part of optimizations, 80% of textdraw handlers have been restructured on LVP. This, as you may have guessed, will require a lot of testing. Below is a list of features that use Textdraws:

- /Taxi command
- /countdown
- Casino Robbery
- Rivershell
- Races
- /settings decrease on
- Vehicle name textdraw
- Speedometer / Altitude meter
- /clock
- Lyse (Ignore this one for now, Lyse is still in alpha stage)
- Countdown Bombs
- Chase minigame

Please provide feedback in this topic. Lookout for textdraws failing to show, parsing, or flickering.

Also achievements, but might be a bit harder to test. I'll try to test as much as possible tomorrow or friday evening.

Actually Achievements don't use them. Instead they use a gametext message.

Anyway, I'm at my other PC at the moment so can't upload it to the test server. I started uploading it last night, but IIRC it failed, and I only just remembered that I forgot to retry
