Filter script - /report command

Back when 2.90 was still in development I rewritten the /report command due to issues with the previous one. However, for some reason when using /report in game, the old one still appears with the same text message and colour. So therefore it must be handled with a Filterscript.

Since it's quite an important bug because a lot of people use it and it doesn't show to admins, one of the management members need to look into it and get it removed.

I already gave Wesley the name of the FS yesterday and he said he had the source for it. So I think he can fix it.

Just remove it completely from the FTP. It doesn't need to be handled from a filterscript.

No, I want the rest of the filterscript to stay The report stuff should be taken out though, if possible.
