Somthing I notced, When you Invite someone to join Your Gang, Before They spawn/login, The Person you invite Always times out! I have tested it and It never seems to fail!

What he means is...

Ok person A is in game and person B is in the login room.

Person A sees person B sign in
Person A then sends a gang invite before person B has logged into game
Person B then gets timed out

Yes that's what I did.

But when I did it, it wasn't that fast. I was walking around in the login room for a while.

This is easily fixed anyway, just need to make sure you can't invite if the user isn't logged in.

Just tested it and I could not reproduce this bug.
Its more likely caused by a SA-MP bug more servers suffer from.
