WTF?

WTF is happening?So i cant play gta.I try HOODLUM i try rip.The same problem.When i click on the .exe file just for 2-3 sec i see the sandclock and then nothing.I try and difrend MODS and CRACSK and the same problem.What is that???How can i fix it.I dont wanan reinstall my pc.Any ideas?

ahh i know that bug, i had t 1 times b4, then i reinstalled my pc(format), then it fixed
