I am banned for money cheating. What I didn´t. Is those High Speed Bonuses are money cheating, why are they in the game then?

I was playing 10 hours, so I could finally get a bank account. But when I got there I needed $1.000.000. I didn't have that, but I had my Infurnus. And I went up and down to San Fierro a couple of times and thats the way I saw those High Speed Bonuses. So I thought I'm going to drive on the Juluis Thruway and get my million that way.
When I had 950.000 I was banned for money cheating.

Are those High Speed Bonuses Money Cheating??
If Yes, Why are they in the game then?

First off, why did it take you this long to appeal? You should really be more timely. In any sense, I can't find anything with the information you gave me. The IP isn't banned and the name "GeRiCo" has never been used. Are you sure you're banned?
