What about making the mantis public, link the Bugreports section there and let people sign in (on the mantis) with their forum accounts and report bugs there? That would save us the time to reply to bugreports on different places - and make things better organized.
As for the things that we want to keep secret - new features, or bugs that could easily be abused - mantis has the option to add issues as "private" to only make them viewable by people with certain access. If we want to view bugreports before they are publically displayed, we can do like the MTA team did; people with no access can add tickets to one project (called "Bugs" or w/e) and the developers can move those to the actual project (LVP 2.90) when they have viewed/acknowledged them.
Mantis also has some type of changelog page (http://todo.sa-mp.nl/changelog_page.php), and I don't see why we couldn't use that instead of the wiki page? Once again, that's not very important - but would keep things better organized.
