Bugged/Locked car

Bug Description:

  - Done.
  
  • Give a clear description of the bug.
  - A Sultan in the eastern part of LV is either locked or bugged - you simply can't enter it.
  
  • What were you doing?
  - Trying to get into a car.
  
  • Where there other players which encountered the same problem?
  - I asked FiXeR to try it out and he couldn't get into the car either - so it's not admin only.
  
  • Could you reproduce the bug?
  - Yes.
  
  • Was it only once, or did it happen all the time?
  - Happened all the time.
  
  • Did you try to reconnect first?
  - Yes, this is not the first time I notice that this car does not work properly.

Noticed this bugged car also.
I think a server restart could work, since the car wasn't bugged before, but #care for now.
