My idea is that if u  are vip or maybe lvp regular u can use the MIlitary vehicles(hydra/chopper)

Regulars would be a LOT of people. VIPs, dunno..

The vehicle was made admin only because of it's strength. Giving VIP's this, would make them a lot stronger, giving them a quite unfair advantage over other non-VIPs.

You can get it with admin allowance, you can ask an admin for v-rights
