Did you use SAMI?. If so you can completely delete the mods you placed in your game in a matter of minutes.

If you used the IMG tool, just replace all th txd. and dff. files or whatever with the backups you made.

...you made back-ups, right?

re-install GTA. Only way.

or download different mods for you game. Chances are its 1 mod which is not working. just replace all your mods with different mods!

Or if you search hard enough, I'm sure you could find the original .dff and .txd files on the internet.

Lol.

The first thing you SHOULD have done is take a copy of your original gta3.img file. Then you create a "Backup" file or something and place it in there.

Secondly, if something fucks up you delete the modded one and re-add the stock one. :D

But since you probably didn't think that far, I'd suggest you uninstall the game, and reinstall it.

Have fun playing again, and next time; use SAMI installer, or take a backup of your files. :+

I exactly have the same problem, only on LVP (public one) though. I installed some mods, reinstalled them unsuccessfully though. Need to reinstall the game. ;)
