The sync of GTA_SA can be terrible sometimes. It can have happened due to a desync.
E.g. either Jasmine or you having a loss of packages making it appear for you that she's on another location than she actual is. It could even be a map glitch where you're sometimes teleported away close by.
This video does not proof any form of cheating.
