Of course you are allowed to talk about someone in main chat, but if you keep repeating something ad nauseam that could warrant a mute. The proper procedure is to file reports, which is what you did.

Because of the possible broad interpretation of the guidelines (https://administrator.guide/) and the fact that is is a relative minor issue I'm not going to take any further actions.
