The owner of the account won't get banned for the actions of someone else using their name.
We ban by IP addresses. The real owner would never even notice they were banned, and we'd check the IP's before banning for evasion. We also wouldn't use a nickban unless we knew they were serious ban evaders.

Well snowman's IP wasn't checked before he was banned for ban evading. Admins should all be aware of this issue and take it into consideration before perm banning.
