Hmm but what is the connection beetwen official and been on full server ?
Being on the official tab: "Everyone" checks the official list, and since its much shorter (Compared to the Internet list) you get more players.
Official helped us to become a populair server (We've been #1 on gamemonitor, but #2 was our "normal" spot for a long period), and when we where removed and/or the Official list was down, we still had a full server, because many ppl using the Favorite tab to join, but in the end our player average of 100+ was dropping down to 40/50 in the last few weeks.
This is going to rise again now
