Don't bother opening screwing around with RAM.
It's a well-known bug that the developers apparently fixed, which would cause a LOT of race cars to not be removed correctly. The Las Venturas Speedway start is near the airstrip, so that would definitely explain it. You'd get normal FPS, but then drop very sharply when you were in the area full of spammed race cars. If you drive out, your FPS should resume back to normal.
